Chesapeake Sheriff Jim O’Sullivan recently presented Timothy Harris-Pouncy with his 2017 Virginia Sheriffs’ Institute certificate awarding him a $1,000 college scholarship. Harris-Pouncy is an incoming junior at Old Dominion University and plans to pursue a degree in the criminal justice field.
