The Culpeper County Sheriff’s Office (CCSO) has had a full month of service, outreach, and response, ranging from handling serious law enforcement matters to supporting children and seniors in the community.

Law Enforcement Update: Assault and Arrest
In the early morning hours of Saturday, August 16, around 3 a.m., deputies were dispatched to Camp Road for a report of an assault with injury. They located a female victim with severe facial injuries who had been prevented from leaving or contacting law enforcement for assistance.

Deputies learned that she had been assaulted by her boyfriend, who then injured himself with a knife and fled. EMS was called, and the victim was transported to UVA Culpeper Hospital before being transferred to UVA Medical Center in Charlottesville due to the extent of her injuries.

The suspect, identified as 38-year-old Seth C. Kirk of Roanoke County, was located hiding in a ditch near Allen’s Lane and Kirtley Trail. Kirk refused commands and made threats toward deputies before being taken into custody. He was profusely bleeding, and deputies administered a tourniquet and hemostatic wrap before he was transported to UVA Medical Center for treatment.

Kirk faces the following charges:

  1. Abduction by Force
  2. Assault and Battery
  3. Preventing Access to 911
  4. Malicious Wounding

He has since been released from the hospital and is being held without bond.

Sheriff T.W. Chilton commended deputies for their professionalism, noting, “First, we have to commend our deputies for the job well done, but also for the compassion shown to the victim and suspect in this case. Both needed heavy medical attention and our folks treated both with as much respect as possible in a very chaotic scene. For the questions I will no doubt get about identifying Kirk, I base my reasoning on the severity of the crime and the horrific injuries.”

Community Policing: TRIAD Relaunch
CCSO also celebrated the relaunch of TRIAD for the senior community, an important resource designed to strengthen partnerships between law enforcement, community organizations, and older residents.

Sheriff Jason Smith (Orange) and Dep. Ron Kessner (Orange) were instrumental in helping set Culpeper’s TRIAD efforts in motion. Sheriff Chilton and CCSO’s Community Trust Partners Division attended their spring conference for guidance on establishing the program locally.

The Attorney General’s Office, which has served as the hub for TRIAD for nearly 30 years, has supported the effort from the beginning. Staff member Patti Menders has been the driving force behind many TRIAD groups across the Commonwealth.

Deputies Geurrero and Perez (Community Trust Partners Division) connected with community partners and worked alongside Gladys Williams to organize the first local TRIAD event. Hosted at the Culpeper Senior Center, the event welcomed about 50 local seniors and featured resources, door prizes, and a scam-prevention presentation by Detective Russ Mullins.

Thanks to Culpeper IHOP for providing food and prizes for attendees. Future meetings will be posted on CCSO’s social media and website. Camp Fantastic
Also this month, the Culpeper County Sheriff’s Office was honored to participate in Camp Fantastic, a week-long camp for those who are battling childhood cancer and for those who have beaten it from Culpeper and surrounding areas. Our deputies provided a special escort to Farm Day, where campers enjoyed horseback riding, farm animals, and more. Additionally, our deputies participated in various activities throughout the week to help make sure the campers had a good time!
