The Virginia Sheriffs’ Association (VSA) is pleased to announce that Jason Bennett has joined the Association as Strategic Initiatives Director, where he will lead the expansion, development, and management of VSA’s procurement programs.
In this role, Bennett will be responsible for developing and scaling cooperative purchasing programs, strengthening vendor and partner relationships, and building sustainable revenue streams that directly support the mission of the VSA and its member sheriffs’ offices across the Commonwealth. His leadership will focus on delivering high-value procurement solutions, enhancing operational efficiency, and expanding services that benefit local, state, and national governments and public safety agencies.

Bennett joins VSA after more than 15 years with the North Carolina Sheriffs’ Association (NCSA), where he most recently served as Director of Business Development. During his tenure, he spearheaded the creation and full lifecycle management of 12 nationwide cooperative purchasing programs, generating more than $2 million in annual revenue. He served as the primary architect for program strategy, development, and growth, cultivated thousands of vendor relationships, co-authored legal program frameworks and terms and conditions, and acted as a chief presenter to statewide and national audiences on the value of association-led procurement initiatives.
In addition to procurement leadership, Bennett led all marketing, communications, and business development initiatives for NCSA, overseeing strategic planning, outreach, lead generation, financial reporting, and revenue forecasting across 19 revenue-generating programs. He collaborated closely with executive leadership and national policy leaders to advance the Association’s mission, while supervising business development staff and contributing to organization-wide planning and decision-making.
Prior to his work with NCSA, Bennett held leadership roles with Duke University Health System as Clinical Outreach Manager, where he managed nationwide outreach and communications initiatives related to cord blood transplantation, and with the John William Pope Civitas Institute as Finance Director, where he directed fundraising, outreach, and grassroots advocacy campaigns. He also served as a Project Manager for Duke University, representing the institution on Capitol Hill, and assisting with legislative strategy, advocacy, and government relations.
Bennett completed his degree studies in Political Science and History at Lynchburg College and undertook advanced studies in Political Science at American University in Washington, D.C. His background in public policy, advocacy, communications, and financial planning complements his extensive experience in association management and revenue development.
