On Tuesday, July 7, 2026, Colonel Mike O’Toole celebrated his 40th Anniversary with the Norfolk Sheriff’s Office.
Throughout his storied career, Colonel O’Toole has held many positions including Community Corrections Director and Chief of Staff.
While in these roles he started the FIRST Re-entry Program for VADOC and NCJ, led the way for directing and evolving mental health court, built the addiction recovery program, created the work release/work force department along with creating the Home Electronic Monitoring Program and the Priority Program, just to name a few.
In 2019, Colonel O’Toole was promoted to the rank of Colonel/Undersheriff.
Colonel O’Toole attended Old Dominion University and holds a Bachelor of Science in Criminal Justice and a Masters of Arts in Applied Sociology with an emphasis in Criminal Justice.
He also taught in the Old Dominion University Sociology and Criminal Justice Department for 16 years.
In his free time, Col. O’Toole enjoys volunteering his time and service to local non-profit charities such as the Priority Automotive Charities, Camp HOPE America, Old Dominion University Athletics, and the Norfolk Sheriff’s Office Youth Sports Camps. He also serves as the President of the Norfolk Cosmopolitan Club which raises money for local charities and EVMS/Strelitz Center.
Colonel O’Toole cares deeply about the Norfolk Sheriff’s Office and puts the same passion and effort into finding ways to support the people in the care of the Norfolk Sheriff’s Office and the citizens of Norfolk.
